Organizations often describe safety culture along a maturity continuum with four common stages: reactive, dependent, independent, and interdependent. In a reactive culture, safety improves only after incidents. Dependent cultures rely heavily on supervision and rules. Independent cultures emphasize personal responsibility. Interdependent cultures go further, with peers actively supporting, coaching, and reinforcing safe behavior across the organization.
